The Notibar plugin for WordPress is vulnerable to unauthorized plugin activation due to a missing capability check on the ajax_install_plugin() function in versions up to, and including, 2.1.4. This makes it possible for authenticated attackers, with contributor-level access and above, to activate a pre-defined plugin.
